Colorado’s House of Representatives move to revive regulation that will allow gaming operators to offer players gambling loans irritated some lawmakers. The House made this resolution on Saturday night, and the Legislature criticized it.
What Does SB23-259 Bill Entail?
Legislation SB23-259 seeks to allow casinos to provide credit to gamblers. It had nonaligned supporters and got nonaligned opposition. The bill’s supporters stated that such loans would mostly help rich players by eliminating the need for them to use ATMs or travel with huge amounts of money in cash.
Representative Marc Snyder, a Democratic sponsor stated that the legislation will attract more tycoons to play various casino games. Besides, it will enable them to get credit from certain casinos in advance.
He added that casino operators believe that offering loans to players will broaden their clientele. So, Snyder considers the bill as a tourism regulation. Even so, its opposers claim that if passed, the law will help casinos lure more people to exceed their gambling budgets.
Will There Be Another Vote?
The disagreement between the House and Legislature increased on Saturday since it was among the session’s last days. Colorado’s Senate passed it, and it needed another vote in the House of Representatives; surprisingly, the bill was two votes less in the final count.
Republican Representative Richard Holtorf was one of its doubters. He stated several days ago that if an individual needs to take a loan to wager, it shows that they have depleted their gambling budget yet they want to continue playing. This prompted the representative to understand the bill and wanted it to be reviewed.
Even so, Holtorf withdrew his amendment and opposed it in Saturday’s 31-34 vote. He stunned his colleagues when he requested another vote after an hour, claiming that he voted in error.
His wish was granted, and the House held a second vote during which Holtorf, Matthew Soper, and Mary Bradfield voted yes. The bill passed 33-32 despite Representative Jenny Willford voting no.
Lawmakers Criticize the Colorado House
Democrat Representative Bob Marshall of Douglas County and other lawmakers criticized Holtorf for his “erroneous vote” assertion. Marshall said that such issues make the government lose citizens’ trust. But, the Speaker of the House of Representatives admonished him for violating the chamber’s decency rules by directly criticizing another lawmaker.
Still, Marshall’s statement won some lawmakers’ support including Representative Elisabeth Epps who stated that Holtorf is right. Some representatives criticized Holtorf online.
Representative Jennifer Parenti claimed that the bill’s sponsor was interested in the lobby and opted to revive the legislation. She tweeted that the move contravenes the House laws and shows that the second vote lacked integrity.
Parenti said that some lawmakers compared their gaming regulation to their failed proposals. Representative Javier Mabrey complained that bills that will aid the poor and working families are failing yet legislation that wants to increase casinos’ revenue is reconsidered.
