Pennsylvania’s Gaming Control Board Fines Hollywood Casino York for Violating Security Requirements

The Pennsylvania Gaming Control Board (PGCB) has fined Hollywood Casino York after it failed to meet the state’s minimum-security requirements. Ruben Warren, the casino’s General Manager stated that they have struggled to get competent security officials after the Coronavirus pandemic.

Penn Entertainment runs Hollywood Casino York and it pledged to pay over $80,000 in penalties to Pennsylvania for failing to enhance its security. It breaks the license agreement it made with the PGCB.

The gaming board issued Mountainview Thoroughbred Racing Association, LLC a Category 4 gaming license in December 2019. The Penn Entertainment subsidiary promised to meet the state’s security requirements. By then, Penn Entertainment was using the Penn National Gaming brand when it agreed to hire security personnel at its subsidiary.

The casino has confidential minimum-security requirements. But, the PGCB’s Office of Enforcement Counsel (OEC) stated that the gaming property was often understaffed in its security department in 2020. It discovered this after reviewing its security measures adding that it violated the requirements between late May and September last year.

The Consent Agreement

Hollywood Casino York and the PGCB made a deal to end the security requirements violations. The OEC proposed the casino operator pay $78,000 for its security violations and $2,500 for administrative expenses.

Penn Entertainment didn’t oppose the penalty and the PGCB signed their agreement several days ago. Warren disclosed last week that they haven’t concentrated on addressing the security issue well in recent years. He informed the gaming board that he didn’t handle the process within the given timeline.

Even so, Penn Entertainment and Warren are keen on complying with various local gaming regulations. Alex Hyizda, Penn Entertainment’s Director of Compliance, stated that although Hollywood York occasionally fails to meet the security staff threshold, it hasn’t reduced public safety.

The director said that at times the casino lacks one of two security officers. Yet, it used roaming patrols and surveillance to monitor all parking lots. Besides, the Springettsbury Police Department is near the property’s parking lot.

Hollywood Casino York is usually busy on Saturday and Friday nights. It experiences less than one security lapse an hour on average. Yet, the establishment occasionally has a wide array of security incidents like a player misplacing their slot voucher, assault, and theft.

The PGCB Bans Several Gamblers

The PGCB permanently banned five gamblers in the state for abandoning children inside cars while playing in a casino. It added them to the Involuntary Exclusion List.

The adults include a female and male player who the board banned after leaving children between the age of two and 13 in their car on Presque Isle Downs Casino’s premises. It banned a male player for failing to check on his 11-year-old child outside Live! Casino Philadelphia. The board also banned a man for abandoning a 10-year-old child at Rivers Casino Pittsburgh as they placed sports wagers.
