New Developments in New Jersey Online Gambling Launch

license_20131023130000_45723As we move closer to the official launch date of online gambling in the state of New Jersey, new details continue to be released. The Division of Gaming Enforcement in the state has now released a copy of the guidelines for the new offering in relation to promotions and bonuses. It has also been reported that the soft launch phase for New Jersey may be extended further than the standard five day period.

First, to the guidelines for promotions and bonuses. According to an article by OnlinePokerReport, the Division of Gaming Enforcement has agreed that casinos who want to take land based promotions online can do so. The DGE stated that they advise casinos that bonus and complimentary programs that are approved for the brick and mortar operations can be implemented online.

Also covered in the guidelines were promotions such as restricted funds options, which covers promotions like deposit bonuses. The promotion is considered ‘restricted’ because the player can earn the bonus but not cash out any winnings until they complete the wagering requirements set forth by the casino. In regards to this option the DGE gave their tentative approval but with restrictions.

The casinos are allowed such promotions but they are not allowed to offer a promotion that uses a restricted funds component until they have been in operation for a thirty day time span. Even then, the casino must be able to show that the program has the ability to generate accurate revenue reports. The DGE also stated that this type of promotion must have the terms and conditions ‘conspicuously displayed’ to customers and the terms of the bonus must never force a player to forfeit their deposited funds. Winnings from bonus cash can be cashed out with restrictions based on wagering requirements but there must not be a cap on the winnings earned based on the bonus cash.

On to the next update, it has been reported that the soft launch period for the state may also be extended if needed. The soft launch is set to begin on November 21st and will have 8 hour testing windows during the first two days. The DGE recently spoke with the Press of Atlantic City and in the report, a spokesperson stated that the five day soft launch will be extended if the testing phase is unsatisfactory.

During this testing phase, the sites will have to test various components such as the identity verification systems, geolocation and transaction processing. A representative from the DGE will be on hand to view all identity verification testing. If the regulators are not happy with the testing phase then the DGE can choose to extend the soft period beyond the 25th for additional testing.
