South Africa Takes Steps To Online Gambling Regulation

National Gambling Amendment BillThe National Gambling Amendment bill was passed yesterday by South Africa’s parliament. This Bill, sponsored by the Department of Trade and Industry will aim to regulate the online gambling industry in South Africa, including online poker.

The department has said that it does not want to follow the US in banning online gambling for fear of it driving it underground and out of its regulatory reach. The bill specifies that online gaming companies will have to locate their servers and records within the boundaries of South Africa as well as obtaining a national license. Gambling operators will have the responsibility of verifying their players age and identity and assist in the players in using a bank to handle all transactions.

According to the DTI, this Bill will protect players by providing regulation, making sure online gambling revenues pay their share of tax revenues, retaining gambling players in South Africa and help protect underage children from gambling activities

Next, the bill has to go to the National Council of Provinces for approval and another round of public hearings may be called on. Once everyone has approved it, then it goes to President Thabo Mbeki to be signed into law.
