Assemblyman Ralph Caputo Seeking Changes to NJ Online Gaming Licensing Process

new jersey flagCurrently the state of New Jersey requires online gambling operators to partner with a land based casino to be able to provide online gaming. If one legislator has his way, this would change and operators would be required to earn a full casino license, which would make it harder for online operators to be able to offer services within the state.

According to a report at The Press of Atlantic City, Assemblyman and Chairman of the Assembly Tourism, Gaming and Arts Committee, Ralph Caputo, has brought forth a new piece of legislation which will require online gambling companies to obtain a full casino license, which means further scrutiny in a regulatory sense for online operators.

Caputo stated in an interview that he was never a fan of Internet gaming, to be honest, and the results currently have been very disappointing. Caputo stated that if the state is going to do it, they might as well do it right. The committee voted 7-0 in favor of the new legislation, which would also prohibit the waiver of any licensing requirements. Caputo must now see his bill move much further before any changes will be made in the state. The Assemblyman is currently looking for a sponsor for a Senate companion bill.

As of right now, online companies offering gaming must have a casino service industry license which is approved by the Division of Gaming Enforcement of the state. This allows the operators to partner with land based casinos to host online gambling options such as casino gaming and poker. This type of licensing is generally used for casino vendors and Caputo is arguing that this type of licensing does not require enough regulatory oversight.

With the new bill, operators would have to have a full casino license and this would mean that two agencies would be involved in the process, the Division of Gaming Enforcement and the New Jersey Casino Control Commission. Gaming Enforcement conducts the background investigation while the Commission gives the final approval for licensing. A public hearing, testimony and evidence is also involved in the process.

For now, the bill is in the early stages and the Division of Gaming Enforcement was asked by the Press of Atlantic City their thoughts on the legislation and were given no comment.
