Gaming venues in the state of Delaware are struggling, despite offering both land-based and online gaming options. Lawmakers are currently considering if casino revenue taxes should be reduced to help the three gaming facilities stay in business.
A new measure has been introduced within the Senate that would cut the table game tax in the state down to 15%, dropping by almost 30%. The bill would also create brackets for slot revenue taxes. Plans are also on the table to eliminate an annual licensing fee.
Senate Bill 114 is primarily sponsored by Senator Brian Bushweller who stated that the existing tax structure could harm the casinos of Delaware. According to the Senator, substantial progress needs to be made to reduce damage done to the casino industry. The proposal may cost the state as much as $20 million or more. The loss would be large and comes at a time when cash is needed based on budget constraints within the state.
Dover Downs Gaming & Entertainment CEO and President, Denis McGlynn, commented on the relief needed in a report at WBOC.com. McGlynn stated that to remain sustainable, the casino will need to see relief from the state. The casino is making money but after paying the state, venues like Dover Downs are seeing a loss. In 2017, the company lost over $1 million.
Lawmakers seem to be willing to work on making changes to see the gaming industry succeed. Senator Harris McDowell is the Joint Finance Committee Chairperson who has sought out help from the administration of Governor John Carney regarding gaming. The Senator sent a letter to the governor stating that his committee would hold the senate bill until early March hopeful that the executive branch can help with the problem.
It seems the new senate bill has a chance to move forward, with lawmakers willing to work on tax cutbacks in order to keep the three facilities in operation.
