In the United States, three individual states offer online gambling options: Nevada, New Jersey and Delaware. These three states began offering online gambling or poker options in 2013 and as 2014 began, several other states are now considering the option. As more states begin to create legislation and look at online gaming, one group has now suggested standards for each state to consider covering.
The group is based in New York and believes that nationwide standards would help the public in the US to accept online gaming in the states. The National Council of Legislators from Gaming States has now suggested main points that they feel should be covered when considering online gambling.
Protecting States Rights is a key factor that the Council recommends, according to a report by LegalUSPokerSites. This means using technology to determine where a player is located as well as who they are. Using Geolocation technology, states can keep the gambling activity centrally located and keep activity from taking place outside of the state.
Underage gambling is another big concern and one that has many legislators and individuals wanting to stay away from the activity. The Council states that underage gambling is a problem already but technology must be used that would keep teenagers from using a parent account to gamble or creating their own account.
Credit card issues are another concern that needs to be addressed. The Council conferred with the New Jersey Division of Gaming Enforcement to discuss the credit card usage for online gambling and found that issues hurt the industry in the state. Over 50% of credit card and debit card payments in New Jersey over the first six months of operation were declined. Because of this, the Council recommends that other states offer intrastate options to be more successful.
The Council would like to create a broad framework across the United States so problems like these can be covered. If these issues are taken care of, more people would be open to the option in the US. The Chairman of the legislative group is James Waldman, a State Representative of Florida. Waldman stated that he would like to ‘ensure that an effective system is in place for those that do not allow intrastate internet gaming, and that policy standards are in place to promote security and uniformity in states that may wish to form interstate internet compacts.’
